Europe experienced widespread relief on Monday, as the tension sparked by the announcement of a new 28-point plan for achieving ceasefire appeared – briefly – to have been stabilised. A senior US official spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its response: an extensive attack of aerial bombardment on Kyiv.
The Pattern of Peace Talks and Military Action
The chain of conflicting incidents captured the grim essence of the current period. By day, diplomatic battles are conducted: optimistic declarations are issued from different nations. Immense energy is devoted on restraining certain initiatives. By night, Russian leadership forcefully demonstrates the world that, for them, military action persists as the key method for achieving "resolution".
After-Dark Attacks
As military strikes unfolded into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is able to track projectile deployments from Russian territory, a capacity enabled by up-to-date information. From witness perspectives, defense planes that had been scrambled to counter approaching aerial threats roared overhead – modern combat jets provided to Ukraine by Western partners.
Shortly after, Kyiv's anti-aircraft weapons thundered: defensive missiles deployed against a hostile projectile. This was a modern interception technology at work, most likely delivered by allied countries. Every deployment creates sudden vibrations, rattling buildings. The instant of fear quickly gives way to grim resignation: perhaps the incoming missile won't cause damage this time, sparing the city from catastrophe and additional electricity failures.
Ongoing Risks
Not long after, a large-caliber weapon fired at a drone in the vicinity, part of a mobile-fire group – almost certainly Western-made equipment. Sadly, the shots failed to hit the enemy aircraft – it pressed on overhead toward its target.
Intermittently, this persisted until dawn. Kyiv greeted the daybreak reports: seven people killed, devastation and heating outages in numerous residences as a result of the night's assault. As customarily, everyone still maintained normal activities – enduring hostilities. But those 24 hours encapsulated Ukraine's essential dependence on external assistance – a need that European nations are demonstrably unable to substitute in the near term.
Ineffective Peace Efforts
The detailed framework from Washington generated strong feelings, controversy and deep concern – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have seen this script before, after earlier high-level meetings and international summits.
Every new initiative from US leadership unfolds according to the identical sequence: a negotiation push against Ukraine, which Kyiv, with partner nations, effectively counters. They contain the crisis but never actually win the battle. This trend will, certainly, endure.
Tactical Assessments
It is tempting to accuse particular leaders of persistently promoting Russian terms. But that does not seem to be the whole story. Washington operates on a principle well known to experienced diplomats: you cannot win at the negotiating table what you have failed to defend militarily. The US administration presumes that it is unrealistic to force Russia to surrender the territory that it presently holds in Ukraine's south or east.
The problem is that while accepting these circumstances, US leadership does minimal to prevent Kremlin actions, through statements or actions, from assuming that the status quo will not evolve additionally in its advantage in the coming year.
Divergent Views
Therefore, Moscow is certain that duration works to their advantage – that Ukraine and its supporters are approaching exhaustion. Their reason to agree to terms that does not give them the largest achievable advantage is close to zero. There may be multiple initiatives to end hostilities, but they will persist as long as Russia's leadership remains supremely confident in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still persist, gradually sacrificing people and territory but averting a complete military breakdown until circumstances change in its benefit.
Current Realities
Factually, there are no real preconditions for a truce. Now, individual motivations are becoming relevant: political desires to broker a ceasefire and achieve global acclaim, and the government's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the flag against any proposal Kyiv finds unworkable, so that their focus does not switch to homefront challenges. And although their objective will now be much harder after current events, it remains very improbable that this will change their overall approach.
These opposing factors are guiding negotiations.
Assessment and Future
It took a only one week to eliminate the suggested clauses of the current initiative. Assertive and inconsistent approach of the matter by American leadership, opposition by Ukraine and the other European countries, along with calming attempts of diplomats, and finally, current information leaks, all achieved their purpose.
While new plans based on old ideas are approaching, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are founded on Moscow's terms and reflect certain reluctance to alter the situation, if they stand together and enhance their military capacity at a much faster pace. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the foreseeable future, primarily depend on sustained allied backing.
